In collaboration with the Ministerial Conference on the Canadian Francophonie, Ronald Bisson and Matthieu Brennan produced a report regarding the changes made to Canada’s immigration system since 2006 and their impact on the country’s French-speaking communities.
This purpose of this discussion paper is to review all of the changes that have been made to Canada’s immigration system since 2006 and to analyze their impact on immigration in the country’s Francophone communities. The first part presents the authors’ analysis of the cumulative effects of the changes and the opportunities they represent for the Canadian Francophonie. The effects and opportunities analysis is based on the facts outlined in the second part of the document.
