The appeal is made in a document that the UNHCR presented to the European Union today, entitled \u2018Improving Refugee Protection in the EU and Globally\u2019, in which it proposes that \u201cmore strategic and targeted support be given to the countries of origin, asylum and transit\u201d of refugees.<\/p>\n
It is also suggested that contingency plans be revised to deal with large flows of refugees and migrants and that \u201ca more efficient and better managed asylum system\u201d be created.<\/p>\n
\u201cLast year, Europe failed to provide a collective and organized response to the challenges posed by the arrival of more than a million refugees and migrants,\u201d said the UN High Commissioner for Refugees, Filippo Grandi, in a statement.<\/p>\n
Grandi points out that the result was \u201cscenes of chaos at the borders\u201d and \u201ca drop in public confidence in the ability of governments to manage the situation\u201d, which played into the hands of \u201cthose who wanted to turn the refugees into scapegoats\u201d.<\/p>\n
\u201cIt's important that EU member states show, through collective action, that Europe is capable\u201d of making a difference, argues the UN official.<\/p>\n
The UNHCR contributes by presenting in its document \u201ca practical vision of how\u201d better protection of refugees can be achieved.<\/p>\n
Among the proposals put forward by the UN agency are \u201cspecific measures to address the reasons why refugees flee\u201d and \u201ca simplified asylum system that would identify, register and process arrivals quickly and efficiently\u201d, the statement said.<\/p>\n
This would also \u201crestore public confidence\u201d, according to the UNHCR.<\/p>\n
It also proposes \u201cprioritizing family reunification\u201d, \u201ca distribution mechanism for member states under pressure due to the high number of arrivals\u201d and \u201can efficient system for returning people\u201d when this is the case.<\/p>\n
\u201cThis is the moment for a new vision of Europe's involvement with the global refugee crisis,\u201d Grandi argues, adding that \u201chistory has shown that Europe is stronger when it tackles its challenges together.\u201d.<\/p>\n
\u201cI firmly believe that this is still possible today,\u201d says the UN High Commissioner for Refugees.<\/p>\n
