ROME - "European governments are increasing the forced repatriation of asylum seekers in Afghanistan: thousands of people, in violation of the rules of international law, are being forced to return to the places from which they fled". Leading the alarm is Amnesty International. The organization points out that its own researchers have documented in a report presented on 5 October the testimonies of different families who, in an anguished way, have recounted the ordeal in which they are trapped after being repatriated from Europe.People who have lost their loved ones, who have survived an attack or who live in the constant fear of being persecuted.
The forced repatriations have also involved unaccompanied minors and minors who become adults when they arrive on the European continent. Several people have reported being state prisoners in areas of Afghanistan where they were not state prisoners. Orrible stories of Afghans from Germany, Norway, Olanda and Svezia who have been kidnapped, have been injured in attacks or have been forced to live in the constant danger of being persecuted because of their sexual orientation or their conversion to Christianity.
I number. According to official data from the European Union, between 2015 and 2016 the number of Afghans repatriated from the member states has almost tripled: from 3,290 to 9,460. This increase corresponds to a marked increase in asylum applications: from 68% in September 2015 to 33% in December 2016. In the same period, in different areas of Afghanistan, attacks on civilians are increasing, most of which are carried out by armed groups, including the Taliban and the Islamic State. According to the United Nations Assistance Mission in Afghanistan (UNAMA), 11,418 people were killed or wounded in 2016. In the first six months of 2017 alone, the civilian casualties documented by Unama were 5,423. On August 31, 2017, in one of the worst attacks ever recorded in Kabul, against some European couples in the capital, at least 150 people were killed and the injuries were twofold.
Rimpatri forced in Afghanistan: a "necessity" for European governments. According to Amnesty, the governments are far from unaware of the dangerous situation in Afghanistan: they have even acknowledged the signing of the "Joint Way Forward", the agreement between the European Union and the Kabul authorities for the repatriation of Afghan asylum seekers. In a document released to the public, the European agencies announced "the improvement of security and the mincemeat encountered by people", as well as "the record levels of terrorist attacks and civilian casualties". However, they insisted that "it may be necessary to turn over 80,000 people [in Afghanistan] in the short term". "There is evidence that the need was expressed in the form of pressure on the Afghan government. Ekil Hakimi, Minister of Finance, has told parliament: "If Afghanistan does not cooperate with the member states of the European Union in the refugee crisis, this will have a negative impact on the allocation of aid to our country," the report reads. This is also a source of pressure from one of our Afghan confidants, who called the Kabul government's offer of aid "a poison chalice".
Fermare ora i rimpatri forzati in Afghanistan. In the light of all this Amnesty is launching an appeal. "Determined to increase the number of kidnappings, the European governments are pursuing a policy that is both reckless and illegal. Cynically hiding in front of the record level of violence and all the evidence that no place in Afghanistan is safe, they put people in danger of being kidnapped, tortured, imprisoned and other ordeals", said Anna Shea, Amnesty International's rapporteur on migrant and refugee rights."These kidnappings are a blatant violation of international law and must be stopped immediately. The same European states that were once driven to improve the future of the Afghans are now demolishing their hopes by abandoning them in a country that has become even more dangerous since they fled," he concluded.
