At the request of the UNHCR, the Government of Brazil agreed to host the ministerial event “Cartagena +30”, which took place on December 2 and 3, 2014, in Brasilia. The event was held as part of the commemoration of the 30th anniversary of the 1984 Cartagena Declaration on Refugees.
“Cartagena +30” provided a platform for governments, UNHCR, civil society and other international bodies to reflect on the progress and protection challenges currently facing the continent, the gaps in the contemporary international protection regime and how to address them in a pragmatic, flexible and innovative way.
At the end of the event, Brazil's new Declaration and Action Plan for Refugees, Displaced Persons and Stateless Persons were approved. Both documents constitute an innovative, pragmatic and flexible framework for international cooperation and solidarity to respond to protection objectives through sustainable programs and solutions over the next decade in the Americas.
CSEM was represented at the event by Elizabeth Ruano, who also represents the institution on the Civil Society Accompaniment Council (CASC-Migrante). For the CSEM, participation in Cartagena +30 ratifies the institutional objectives in defense of the rights of people on the move.
