The refugee issue requires an analysis adapted to a world in constant change. It must be analysed in the context of a globalized world, which, as the then High Commissioner António Guterres said, has two phases: on the one hand, goods and capital move around the world with great ease, and on the other, the movement of people is becoming increasingly restrictive, particularly that of the most vulnerable segments, including refugees and asylum seekers. The Americas are no exception. However, our region has a long and generous tradition of asylum. There is also a growing interest on the part of states to adopt migration control mechanisms, coupled with restrictive asylum practices and the implementation of migration policies without adequate safeguards for victims of persecution.
