The Government of the Federal District made official the composition of the District Committee to Support Migrants, Refugees and Stateless Persons, as published in the Official Gazette on July 28, 2025. The measure represents a significant step towards consolidating an intersectoral and participatory public policy aimed at the population in human mobility.
The Committee brings together representatives from various GDF departments (such as Health, Education, Justice, Social Development and Public Security), civil society organizations and international organizations such as the UNHCR, the IOM and the PADF. The Scalabrinian Center for Migration Studies (CSEM) is part of the Committee as a full member of civil society, with the aim of contributing its accumulated expertise in knowledge production, networking and defending the rights of migrants.
The Committee's plural composition makes it possible to advance in the coordination of public policies, strengthen the monitoring of government actions and create spaces for listening and effective participation of migrants and refugees, as evidenced by the unprecedented inclusion of representatives from the Warao indigenous community.
For CSEM, the institutionalization of the Committee represents a concrete opportunity for advocacy and building bridges between the state, civil society and the migrant population, reinforcing the principles of dignity, social justice and active hospitality. We will remain committed to promoting the protagonism of people on the move and to critically monitoring policies aimed at this public in the Federal District and around the world.
