A historic result three years in the making: the Italian parliament approves the much-attested law governing the settlement and protection of non-accompanied foreign minorities.

"After three years, we have finally reached the final approval of a much-wanted law" is the comment of the various associations involved in this year's activities to raise awareness and put pressure on the government and parliament.

"It's the first organic provision in Europe dedicated to the protection of non-accompanied minors, which our associations and organizations have promoted and supported, right from when it was deposited, providing important contributions to the text, all in the light of our direct experience with non-accompanied minors."

A first important step in the direction of the protection of children and adolescents: "The hope is that this law can also be an example for other European countries. We thank the parliamentarians from the various political forces who have supported the measure, but it will be crucial that all the provisions put in place are fully applied and it is our goal to continue working together to ensure that this happens".

THE MAIN POINTS OF THE NEW LAW
Among the main new features introduced by the text are:

  • the absolute divorce of non-accompanied foreign minorities at the border;
  • the agreement between first aid structures and SPRAR, for non-accompanied minors, with structures throughout the country;
  • the adoption of an age settlement procedure, in order to avoid invasive medical settlements when unnecessary, and greater guarantees, including the presence of cultural mediators, even during the settlement;
  • the establishment of volunteer tutors throughout the country and the promotion of family affection;
  • greater protection for the right to safety and health, as well as for the rights of minors during administrative and judicial proceedings.
