The IV International Conference on Migration and Refuge (IV ICoMiR) will take place from 4 to 7 February 2027 in the Philippines.
The conference is co-organized by the Scalabrinian Centre for Migration Studies (CSEM) and the Asia Delegation of the Scalabrinian Missionary Sisters, in partnership with the University of the Philippines and additional institutional partners to be announced.
Under the theme “Humanity on the Move: Diversity, Opportunities and the Promotion of Rights,” the conference seeks to foreground the positive contributions of migration, the value of plural societies, and the urgent necessity of guaranteeing rights in contexts of mobility.

Asia, as a region marked by significant intra-regional mobility, labor migration, displacement, and evolving governance frameworks, provides a critical setting for examining contemporary migration dynamics. The 2027 edition will therefore engage both regional and global perspectives, promoting dialogue across academic, civic, pastoral, legal, and policy spheres.

The 3rd International Conference of the CSEM is entitled: Dialogues to understand, humanize and value people on the move and aims to analyze and debate migratory trends from the perspectives of academia, civil society, migrant collectives and government entities, promoting a comprehensive and multidimensional understanding of contemporary migrations, both South-North and South-South migrations.
The event will take place on May 19-22, 2025in Brasilia, Brazil. It will be a bilingual event, held in Portuguese and English:
To promote a qualified, broad and multidimensional understanding and discussion of contemporary migration and refuge (South-North and South-South flows), with the active participation of academics, social workers, pastoralists, migrant and refugee collectives, civil society, international organizations and the government.
These are spaces for exchange and dialog between ICoMiR participants, based on their different profiles. Each Thematic Group will have a coordinator and one or two facilitators, responsible for giving an introductory speech that introduces the topic and motivates the debate. The aim is to stimulate reflection on relevant elements for understanding migration and refuge, in accordance with the theme of each Group, as well as their contributions and their potential to influence the humanization and appreciation of migrants and refugees, their existence and their struggles.
The colloquium is a space at ICoMiR dedicated to dialog and the exchange of ideas, in a practical exercise to think about an inclusive and welcoming model of society for people on the move. It is structured around three rounds of debate with guiding questions, conducted dynamically by two facilitators who organize the distribution of the floor among a diverse group of participants - migrant/refugee leaders, representatives of Civil Society Organizations, academics, as well as governmental organizations or international bodies.
