Max Frisch, referring to the immigration of Italians to Switzerland, said: "We wanted arms, people arrived". Decades later, countries are still treating international migration as a contingent problem, policies are still stumbling over answers to the challenges of human mobility and communities are multiplying actions and reactions in an attempt to learn to live with the novelties, contributions and transformations that migration brings about. Population displacement affects the places where people leave or pass through, and especially where they arrive, whether in those places where they pause in their journeys or in those where they choose to build their homes.
